Why Web Design Quotes in KL Are So Hard to Compare

Why Web Design Quotes in KL Are So Hard to Compare

Ask three web design companies in KL for a quote and you will often get three prices that look unrelated. One is a one-off fee, one is several times higher, and one is a monthly plan. They are rarely pricing the same thing. A web design quote is a price for a scope of work, and each company defines that scope its own way.

This guide shows where those differences hide, so you can put the quotes side by side and compare like with like.

Each quote counts the work in a different unit

The first problem is the unit. One company prices by number of pages. Another prices by features, such as a booking form or a product catalogue. A third offers a package with a name, like "Business" or "Pro", and a list of what is inside.

None of these is wrong. They just do not line up. A "5-page website" from one company may include a contact form and a blog. A "5-page website" from another may be five static pages and nothing else.

Before comparing prices, rewrite each quote as a list of what you actually get: pages, forms, features and integrations such as WhatsApp chat or online payment.

Template or custom design

Some quotes start from a ready-made theme and change the colours, logo and photos. Others design each page from a blank layout. Both can look good. The second takes more design hours and costs more.

Ask each company whether the design is built on a theme, which theme it is, and whether its licence is included. A theme you cannot update later because the licence was never paid can become a security problem.

Who writes the words and supplies the photos

Content is a gap many buyers miss. Many quotes assume you will send all the text and images. Others include a copywriter, stock photos or a photo shoot.

If one quote includes copywriting and the other does not, the cheaper quote is missing work you will still have to do. Writing ten pages of clear text takes real time, whether you do it or someone else does.

What happens after launch

Some quotes end on launch day. Others include the first year of hosting, a domain name, an SSL certificate (the padlock in the browser bar) and business email. Some include monthly updates and backups; others charge for them separately.

These yearly costs repeat. A quote that looks cheap in year one can cost more by year three if hosting and care are billed separately at a higher rate. Ask for the renewal price of every yearly item, not only the first-year price. A website maintenance checklist helps you see what ongoing care should cover.

Also ask whose name the domain and hosting will be registered under. The answer affects what you can take with you if you change provider later. This domain, hosting and login checklist lists what you should own at the end of the project.

The tax line may or may not be there

Service tax is another reason two totals differ. Information technology (IT) service providers are on the list of taxable services. The rate for most taxable services is 8% from 1 March 2024, while food and beverage, parking, logistics and telecommunications stay at 6%. Both points are set out on the Royal Malaysian Customs Department’s MySST portal.

A provider charges the tax only if it is registered for service tax. The same page sets the registration threshold for this group at RM500,000 of taxable services over 12 months. So a small studio below that level may not add any tax, while a provider above it must register.

Customs also published a revised guide on information technology services in February 2026, in Malay only. Hosting, server space and other items can fall under different tax groups, so ask each provider which tax, at what rate, applies to each line.

When you compare, check whether each total is before or after tax. A quote of RM5,000 plus tax at 8% is RM5,400 in total, which is more than a quote of RM5,200 with no tax line. If a quote shows no tax line, ask whether the provider is registered for service tax.

Revisions, timeline and payment terms

Revisions often differ. Ask how many rounds of changes are included and what an extra round costs.

Payment terms differ too. Ask how much is paid upfront and when the rest is due. A large upfront payment with no milestones gives you less control if the project stalls.

Ask for an estimated timeline as well. A low quote with a long queue may not suit a launch date.

A simple table to compare web design KL quotes

Copy this table and fill in one column per quote. Leave a cell empty if the quote does not say. An empty cell is a question to ask, not a zero.

Row Quote A Quote B Quote C
Pages and features included
Theme or custom design
Copywriting and photos included
Domain, hosting, SSL, email: first year
Renewal price of each yearly item
Maintenance after launch
Revision rounds included
Service tax: included, extra or not charged
Payment schedule
Domain and logins registered to

Once the table is full, the price gap usually makes sense. Then the real question is which missing rows you can live without.

If one clear page is enough to start, look at QC Fixer’s one-page website. For a larger site, the web design packages page is the place to begin. Either way, put it into the table above next to the other quotes you are holding.

Frequently asked questions

Why do web design prices in Kuala Lumpur vary so much?

Quotes cover different work. They differ in design approach, content, hosting, maintenance and tax, so the totals are not directly comparable until you line up what each one includes.

Is a one-page website enough for a small business?

It can be, if your business needs one clear message and one way to contact you. A business with many services or products usually needs more pages so each one can be found in search.

Should a web design quote include hosting?

It can go either way. What matters is that you know the first-year price and the renewal price, and whose name the hosting account is under.

Do web design companies in Malaysia charge SST?

Only if they are registered for service tax. The Customs MySST portal lists IT services as taxable at 8%, with a RM500,000 registration threshold over 12 months, so a smaller provider may not charge it. Ask how each line of the quote is taxed.

What should I ask before signing a web design quote?

Ask what is included, what costs extra, who owns the domain and logins, how many revisions you get and when each payment is due.
